  If your punch cards don't state that they can't be combined on them, then you can't tell your customer they "cant" combine them on a purchase. Two words: false advertisement. Do you know how much it costs to earn 100$ in store credit on your punch cards? 10 punches per card, 25$ spent per punch, each full punch card is worth 25$ in store credit meaning you need 40 25$ minimum purchases to earn that much store credit, that's a minimum of 1000$ spent in your store to earn that much. But you can't let me combine the punch cards I have to purchase a structured carrier? Which is the only reason I bothered with the stupid punch cards to BEGIN with, so I could use them towards a carrier I can't afford to purchase out of pocket. What. A. Rip. Off.
